Strengthening National Tobacco Testing Laboratories and Implementation
of Articles 9 and 10 of WHO-FCTC in the Indian Subcontinent
Project Description
This project outlines the establishment and operational framework of a
Scientific Support Group in India, formed as a multidisciplinary expert
consortium to bolster the implementation of Articles 9 and 10 of the WHO
Framework Convention on Tobacco Control.
Recognizing India’s significant tobacco burden, diverse tobacco-product
landscape, particularly smokeless tobacco, and existing policy and evidence
gaps, the Scientific Support Group is dedicated to developing systematic
approaches for strengthening National Tobacco Testing Laboratories and
building strategic networks for capacity mapping.
Objectives

Undertake a SWOT analysis of existing laboratory
capacity and carry out the mapping of laboratories,
including the facilities and equipment available within them.

Guide studies on identified knowledge gaps and work undertaken at
National Tobacco Testing Laboratories to develop a roadmap for action,
build institutional capacity, train human resources, and expand
tobacco-testing facilities.

Determine priority chemical, physical, and biological parameters relevant
to tobacco-product analysis, including smokeless tobacco products, bidis,
fermented tobacco products, additives, and ingredients, and classify
tobacco constituents according to
attractiveness, addictiveness, and toxicity.

Guide the proposed experimental work and assess completed activities to
support the development and validation of standard operating procedures
and protocols in National Tobacco Testing Laboratories.

Provide a scientific support system for implementing Good Laboratory
Practices (GLP) and Laboratory Information Management Systems (LIMS),
along with the creation of a scientific database to strengthen laboratory
capacity for undertaking new tobacco-product testing methods.
